Impose provisional anti-dumping measures on carbon steel fasteners from EU

On December 23, 2009, Ministry of Commerce of the PRC issued an announcement No. 115, 2009 on preliminary determination of antidumping investigation against carbon steel fasteners from the EU, finding that the EU had dumped carbon steel fasteners on the Chinese market, which had caused the material injure of the domestic sector. Ministry of Commerce determined to impose deposit on EU carbon steel fastener imports as provisional anti-dumping measures.
According to preliminary determination, from December 28, 2009, the related importers should pay the deposit at the Customs based on the dumping margins of different producers ranging from 16.8% to 24.6%.

Amount of Deposit= (Customs dutiable price × anti-dumping deposit rate) × (1 + import link value-added tax rate)
The product concerned is normally declared within the PRC Customs import tariff codes: 73181200, 73181400, 73181500, 73182100 and 731822000. The scope of the product under investigation is imported certain iron or steel fasteners, i.e. wood screws, self-tapping screws, other screws and bolts with heads (whether or not with their nuts or washers, but excluding screws and bolts for fixing railway track construction material and excluding screws of shank thickness not exceeding 6mm) and washers, originating in the EU. Nuts are excluded.
